External Sites
Description
When UIUC researchers conduct research at external sites, the IRB must determine if the external site is engaged in research. Engagement depends on the activities of individuals who are affiliated with the external site and not affiliated with UIUC.
A location that is contributing to the research may or may not need IRB approval. Sites that are not engaged in research do not require an IRB approval to cover them; the site can contribute without an IRB approving the activities at the site.
Generally, if a site is only conducting the following activities, it is not considered engaged in research:
- assisting with recruitment of participants, but do not obtain informed consent
- providing a facility where the research procedures can be performed
- providing identifiable or de-identified secondary data
- providing commercial services that do not merit professional recognition or publication privileges
- receiving de-identified data or specimens
If the external site is an academic institution with an IRB, the external IRB makes the engagement determination. If the external site does not have an IRB, the UIUC IRB makes the engagement determination.
