Yes, if you are specifically targeting participants outside of the United States.  If you are targeting participants who are physically in another country, you must complete the International Research Form and follow all procedures.  Many countries have specific requirements for research conducted with their citizens.  Additionally, privacy laws may apply even if research regulations do not.  The research regulations follow the participants, so the laws of where your participants are located apply regardless of whether you are there or not.
