Carle as the Reviewing IRB for Exempt Research
Generally, the UIUC IRB does not allow the use of external IRBs for the review of Exempt Research. While UIUC will not technically rely on the Carle IRB for the review of Exempt research, an abbreviated process has been created with additional tools to streamline the review of the project by both IRBs.
Once the researcher has been advised that the project is likely Exempt research and an IRB application is required to be submitted to Carle IRB, this is the pathway to follow.
Step 1: Create and submit a Carle Exempt Application to the Carle IRB
Step 2: Create a New Study Application in IRBOnline. Use the Carle Exempt Application Mapping Table to complete the New Study Application. This table provides details on completing the IRBOnline New Study Application based on what the researcher has already provided to Carle IRB. Use of the table allows the researcher to submit the application to UIUC without fully completing a separate application from the work that has already been submitted to the Carle IRB.
By submitting the application to Carle IRB first and using the table to copy and paste responses, if UIUC has any questions, UIUC can contact the Carle IRB directly. UIUC will ensure they are in agreement with the Carle determination.
Step 3: UIUC researchers will need to obtain a Carle IRB determination letter as well as a UIUC IRB determination letter before they can being conducting research procedures.
